Meet Jacque

Lived Experience. Real Leadership.

My journey reflects the power of hard work and determination. From being a high school dropout and single mother, I worked my way through college and law school, becoming a successful attorney who fights for everyday people.

I’ve lived the struggles and triumphs that many of our neighbors face. It’s this shared experience that fuels my passion to fight for the issues that matter most to us.

As a grandmother and a public servant, I’ve always stood up for families squeezed by the cost of living, for students who deserve better-funded schools, and for working people who deserve a fair shot.

I’ve built my life on perseverance, not excuses, and I bring that same grit to the State Capitol. In office, I’ve fought for what matters: ending harmful school policies that push kids into the justice system, making housing practices more transparent for marginalized communities, paving a path for speech-language pathology assistants to serve in nursing homes, and securing more funding for at-risk students.

I’m running for re-election because there’s more work to do. I’ve proven I can take on tough battles and win, and I’ll keep fighting to make life more affordable, schools stronger, and opportunity fairer for everyone in Colorado House District 31.

1 Year.
128 Bills.

Jacque puts in the work having been the prime sponsor of over a half-dozen bills in her first year serving as our legislator. And she co-sponsored over 100 bills that were signed into law.

Start Local every time.

Though Rep. Jacque Phillips made headlines in 2025 for helping to pass one of the first landmark bills designed to reign in the cost of new housing that’s already having positive effects in Colorado, Jacque doesn’t believe her service stops in the legislature.

In fact, Jacque has received special acknowledgement by Thornton City Council’s Planning Commission for her continued support in local housing issues where she fought for measures that reduce our local cost-of-living and increase access to safe and affordable housing.

Jacque knows that working to bridge the gaps between our municipal, State, and Federal representatives is critical to moving the needle for working Coloradans.

It’s Official.
Colorado is for ‘Fun-gi‘s

One of Jacque’s bills last year officially adopted the Emperor mushroom (Agaricus julius) as our state mushroom with HB25-1091. It’s one of those feel-good, uniquely Colorado bills that makes our community proud. But it’s more than that: Rep. Phillips worked closely with public school students to define the mushroom choice, write the bill, and usher it through the legislative process.

Because when we all have a seat at the table, we can better inspire our leaders of tomorrow. Government shouldn’t be hard to understand, and that’s why Jacque worked hard to bring her legislative work to the classroom.
